Resolution authorizing the Mayor and the Director of the Department of Finance, on behalf of the City of Pittsburgh, to grant a site access license agreement to Charles Street Area Corporation (“CSAC”) in order to complete a Phase 2 Environmental Assessment required to create an affordable housing unit development at no cost to the City.

WHEREAS, the City is currently the owner of certain real estate designated as Block 45- M, Lots 99, 100, 101, 102, 103, 104, 105, 106, 107, 109, 110, 114, 116, 117, 118, 132, 133, 134, 134A, 137, 138, 139, 140, 141, 142, 142, 145, and 152, in the 26th Ward of the City of Pittsburgh (collectively, the “Project Site”); and
WHEREAS, CSAC seeks to redevelop the Project Site to create affordable housing unit development in the Charles Street Valley (the “Project”); and
WHEREAS, in order to facilitate the Project, the City is willing to provide a License to access the Project Site to CSAC; and
WHEREAS, this license is needed to complete a Phase 2 Environmental Assessment at the recommendation of and due to findings in the Pre-Development Phase I ESA Report; and
WHEREAS, there will be no cost to the City in conjunction with CSAC’s access or use.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of Finance, on behalf of the City of Pittsburgh, are hereby authorized to grant to CSAC a License to access the Project Site for the purpose of conducting a Phase 2 Environmental Assessment required for development plans at the Project Site. Future extensions and amendments to the site access License are also hereby authorized.
Section 2. Said Agreement or Agreements shall be approved by the City Solicitor as to form.
