Ordinance supplementing the Pittsburgh City Code, Title One: Administrative; Article VII: Procedure by adding a new chapter 168: City Services for All to prohibit the conditioning of City benefits, opportunities, and services on citizenship or immigration status.
Body
WHEREAS, Pittsburgh, a city built and enriched by immigrants, has a long history of welcoming all people and its resilient past and bright future is to the credit of natives and non-natives alike; and,
WHEREAS, in Pittsburgh, all people are valued contributors and are vital to our shared prosperity and all our refugee and immigrant residents can fully participate in and be integrated into the civic, social, and economic fabric of their adopted city; and,
WHEREAS, Pittsburgh recognizes the inherent dignity and worth of all its people and affirms its commitment to serving and protecting and offering benefits and opportunities to its residents regardless of immigration or citizenship status; and,
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 168.01- DEFINITIONS
a. "Agency" means every City of Pittsburgh department, bureau, division, commission, board, or other body or position established by authority of an ordinance, executive order, or City Council order.
b. "Agent" means any person employed by or acting on behalf of an agency as defined in Section 172.01a herein.
c. "Citizenship or immigration status" means all matters regarding questions of citizenship of the United States or any other country, the authority to reside in or otherwise be present in the United States, the time or manner of a person's entry into the United States, or any other immigration matter enforced by the United States Department of Homeland Security or a successor or other federal agency charged with the enforcement of civil immigration laws.
