AFFIRMATIVE RECOMMENDATION

AS AMENDED

Title
Resolution authorizing Directors of Pittsburgh's Public Safety and Emergency Operations to evaluate, along with the Allegheny County's leadership, opportunities to improve and enhance the delivery and coordination of emergency response system for our mutual benefit.

Body
WHEREAS, due to the events of September 11, 2001, it has become clear that new and unforeseen threats to the public's security have caused all levels of government, federal, state, county, and municipal, to rethink strategic emergency responses in a spirit of cooperation for the benefit of the security of the people of the United States: and,

WHEREAS, the City of Pittsburgh and the County of Allegheny County are the two primary emergency responders in the County and have worked together in the past to enhance their joint emergency responses to all manner of potential threats to the public's safety and welfare; and,

WHEREAS, these new and unique threats of terrorism have prompted the City and County to respond accordingly to insure that appropriate emergency response protocols are in place to deal with the current threats to our security; and,

WHEREAS, now more than ever, the Council of the City of Pittsburgh recognizes the need for new and innovative thinking on the part of City and County Public Safety officials; to work cooperatively to insure that the existing public safety infrastructure meets the current need; and, to effectively respond to potential threats to our security.

Be it resolved by the Council of the City of Pittsburgh enacts as follows:

In response to new and emerging threats to the security of the citizens of both the City of Pittsburgh and Allegheny County, the Directors of Public Safety and Emergency Operations are respectfully requested to undertake the following initiatives:
