Resolution authorizing a Cooperation Agreement with the Sports & Exhibition Authority of Pittsburgh and Allegheny County and Urban Redevelopment Authority of Pittsburgh whereby the City and URA each designate the SEA as their agent for administration of an FY 2014 Investments for Public Works and Economic Development Facilities Grant in an amount not to exceed $3,000,00 from the U.S. Economic Development Administration for the Lower Hill Redevelopment Project. Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor is hereby authorized to enter into an FY 2014 Investments for Public Works and Economic Development Facilities Grant cooperation agreement or agreements with the Sports & Exhibition Authority of Pittsburgh and Allegheny County ("SEA") and Urban Redevelopment Authority of Pittsburgh ("URA"), in a form approved by the City Solicitor, designating SEA as the City's agent for administration of an FY 2014 Investments for Public Works and Economic Development Facilities Grant from the U.S. Economic Development Administration ("EDA") in an amount not to exceed $3,000,000 (the "Grant") for the Lower Hill Redevelopment Project (the "Project"), requiring compliance by SEA with federal program requirements, providing for the disbursement of Grant funds directly to SEA if permitted by EDA, and authorizing the Executive Director, Chairman or Vice-Chairman of SEA to sign the grant application, grant agreement and related documents, all invoices, payment applications and requisitions and any other necessary or appropriate documents on behalf of the City as its agent, co-applicant or designee.
