Resolution authorizing the Mayor and the Director of Public Safety to enter into a professional services agreement with ESM Advisors, LLC for an organizational assessment and strategic evaluation of the City of Pittsburgh Bureau of Police.  Cost not to exceed $32,340.00.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1.      Resolution authorizing the Mayor and the Director of Public Safety, on behalf of the City of Pittsburgh, to enter into a professional services agreement with ESM Advisors, LLC for an organizational assessment and strategic evaluation of the City of Pittsburgh Bureau of Police in the following five core areas:  organizational structure, leadership, analytic capacity, fiscal management, and media and communications at a cost not to exceed Thirty-Two Thousand Three Hundred Forty Dollars ($32,340.00) chargeable to and payable from 11101.53.53901.230000.2014

Said agreement shall be approved by the City Solicitor as to form and substance.
