WHEREAS, Pittsburgh City Council established an Unhoused Committee in order to identify and recommend solutions to address the growing crisis of unhoused people in the City, and;

WHEREAS, the City of Pittsburgh has resources such as Second Ave Commons, ROOTS, The Office of Community Health & Safety, but isn’t able to comprehensively address the issue on its own, and;
WHEREAS, this issue requires high degrees of collaboration between service providers, government, and other agencies, and;
WHEREAS, the mission of the Department of Human Services (DHS) is to create an accessible, culturally competent, integrated and comprehensive human services system that ensures individually tailored, seamless and holistic services to Allegheny County residents, in particular, the county’s vulnerable populations, and;
WHEREAS, Allegheny County Department of Human Services is dedicated to meeting the publicly funded human services needs of Allegheny County through an extensive range of information exchange, prevention, early intervention, case management, crisis intervention and after care services.
WHEREAS, organizations such as PNC Bank, Allegheny Health Network, and UPMC have partnered in the past to fund and construct facilities such as Second Ave Commons, and;
NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh calls upon Allegheny County DHS, PNC Bank, Allegheny Health Network, UPMC, and other agencies, organizations, and companies to come together to fund and build transitional housing for the city's unhoused community.
