Resolution providing for the creation of the Technology Modernization Trust Fund, and setting conditions for the deposit of revenue into and expenditure from the Technology Modernization Trust Fund

WHEREAS, the Technology Modernization Trust Fund will provide a vehicle for city departments to fund new technology projects.
WHEREAS, the Technology Modernization Trust Fund will fund one-time, implementation costs approved by the Technology Leadership Committee established in 2021.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The City Controller is hereby authorized to create a special trust fund to be designated the “Technology Modernization Trust Fund”, JDE job number 10302807500, Fund Number 28075.
Section 2. The following sources of revenue may be deposited into the Technology Modernization Trust Fund
1) Direct transfers form from the city’s general fund balance as appropriated annually in the operating budget process;
2) Existing grants dedicated to technology related projects;
3) Private charitable donations;
4) Matching funds from charitable entities;
Section 3. Subject to any further legislation as may be required by applicable law, and with the prior written approval of the Director of the Departments of Innovation & Performance, funding from the Technology Modernization trust Fund may be expended for any of the following purposes:
1) Implementation costs of new technology projects for city operations;
2) Upgrade costs of existing technology projects for city operations;
Section 4. The balance of the Technology Modernization Trust Fund at any given time shall not exceed one percent of the City Operating Budget for that year.
