Resolution authorizing the Mayor and the Director of the Department of Public Works to enter into a Project and License Agreement with Riverlife to provide certain improvements along Fort Pitt Boulevard between Grant Street and Smithfield Street in the Downtown neighborhood of Pittsburgh.

WHEREAS, the City controls the public right-of-way, including the crosswalk and the “Flyway,” located along Fort Pitt Boulevard between Grant Street and Smithfield Street in the Downtown neighborhood of Pittsburgh; and
WHEREAS, Riverlife has offered to perform an improvement project (the “Project”) to provide a direct, safe, visual and physical connection between the end of the Great Allegheny Passage at the intersection of Grant Street and Fort Pitt Boulevard and the Flyway; and
WHEREAS, the Project design includes painted ground level graphic treatment across Grant Street onto the Flyway, vertical painted pylons, graphic signage, and improved cyclist and pedestrian crossing lights and push-button signals; and
WHEREAS, the City wishes to accept this offer for the benefit of the public; and
WHEREAS, Riverlife and the City now wish to enter into a Project and License Agreement to define the scope of the project work to be provided by Riverlife.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1.
The Mayor and the Director of the Department of Public Works are hereby authorized to enter into a Project and License Agreement or Agreements with Riverlife, pursuant to which Riverlife will make certain improvements along Fort Pitt Boulevard between Grant Street and Smithfield Street in the Downtown neighborhood of Pittsburgh. The Project and License Agreement or Agreements shall be approved by the City Solicitor as to form and substance.
Section 2.
Any Resolution or Ordinance of part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
