WHEREAS, residents look forward to spending time in City-owned parks, pools and recreation centers and parents and their children enjoy playing in spray parks and other water features; and,

WHEREAS, City employees and residents and taxpayers rely on functioning restrooms and water fountains when working or interacting with the City in City-owned buildings; and,

WHEREAS, whether in City parks, recreation centers or City buildings, well-trained plumbers are essential to maintaining the water systems; and,

WHEREAS, the City of Pittsburgh has a shortage of qualified plumbers as employees; and,

WHEREAS, the City recognizes the need to address the shortage of qualified plumbers, and has begun the process of addressing the need, the City cannot wait to address plumbing, water and sewer-related issues in its buildings, parks and recreation facilities.


Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Mayor and the Directors of the Office of Management and Budget (OMB) and Department of Public Works (DPW) are hereby authorized to enter into an agreement or agreements or a contract or contracts or for the use of existing agreements or contracts with licensed plumbers or plumbing firms on such terms as are necessary to alleviate the critical shortage of plumbers in the city's workforce.

The Mayor and the Directors of the Office of Management and Budget (OMB) and Department of Public Works (DPW) are further authorized to enter into an agreement or agreements with other political subdivisions of the Commonwealth of Pennsylvania or quasi-public agencies, school districts or a...
