Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1.  The Mayor and the Director of City Planning and the Director of Public Works, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement or Agreements, in a form approved by the City Solicitor, with the Western Pennsylvania Conservancy, for the implementation of a Citywide Lot Beautification, Flower Bed, Community Gardening and Baskets Program at a cost not to exceed 125,000.00 chargeable to and payable from the following accounts:
