Title
Resolution authorizing the Mayor and the Director of the Department of Public Safety to enter into a Data-Use Agreement with the University of Pittsburgh and Carnegie-Mellon University to provide historical City 911 data in order to benefit the Real-Time Outbreak and Disease Surveillance ("RODS") System.
Body
WHEREAS, the Real-time Outbreak and Disease Surveillance (RODS) system is a public health surveillance system developed by the Real-time Outbreak Disease Surveillance (RODS) Laboratory at the University of Pittsburgh. The RODS system is capable of collecting data relevant to public health automatically and in real-time. RODS is intended to be used by public health officers, providing tools for the display and analysis of the data; and
WHEREAS, the RODS Laboratory has implemented a public health surveillance system ("Project") utilizing RODS; and
WHEREAS, the University and CMU have requested that the City of Pittsburgh provide historical 911 Call Center Data as defined below to use for this Project; and
WHEREAS, both the University and CMU are familiar with standards for uses and disclosures of patient health information as set forth under the Health Insurance Portability and Accountability Act of 1996 ("HIPAA"), Public Law 104-191; and
WHEREAS, the City of Pittsburgh has agreed to provide historical 911 data for Project analysis to the extent permitted by HIPAA.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Public Safety are authorized to enter into a data-use agreement with the University of Pittsburgh and Carnegie-Mellon University to provide historical City 911 Data in order to benefit the Real-Time Outbreak and Disease Surveillance System ("RODS"). The Data-Use Agreement shall be in a form approved by the City Solicitor.
