Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1.  The Mayor and the Director of City Planning, on behalf of the City of Pittsburgh, are hereby authorized to enter into an agreement of agreements, in a form approved by the City Solicitor, with the "West Pittsburgh Partnership for Regional Development," for the implementation of the "West End Home Assurance Value Program" (WE HAV) at a cost not to exceed $150,000.00 chargeable to and payable from the following account:
