Title
Ordinance ratifying the Pittsburgh Fire Fighters Local No. 1 Collective Bargaining Agreement and amending the Act 47 Plan in conformance therewith.

Body
WHEREAS, the City is currently party to a collective bargaining agreement
("2005-2009 CBA") with the Pittsburgh Fire Fighters Local No. 1 ("IAFF Local #1") which expires December 31, 2009;

WHEREAS, the City was characterized as a "distressed municipality" by the
Commonwealth's Department of Community and Economic Development ("DCED") pursuant to the Municipalities Financial Recovery Act, Act of July 10, 1987, No. 47, 53 P.S. 11701.101 ("Act 47");

WHEREAS, DCED appointed a coordinator (the "Act 47 Coordinator") who, in due course, prepared an amended financial plan (the "Amended Act 47 Plan") which was duly adopted by the City by Ordinance enacted June 30, 2009;

WHEREAS, the City and IAFF Local #1 met several times in an effort to
negotiate an new collective bargaining agreement which complied with the financial parameters of the Amended Act 47 Plan while maintaining the health and safety of the residents of the City of Pittsburgh;

WHEREAS, IAFF Local #1 and the City successfully negotiated a new collective bargaining agreement effective January 1, 2010 through December 31, 2014 ("2010- 2014 CBA) which complied with the financial parameters of the Amended Act 47 Plan and maintained the current level of safety for the residents of the City of Pittsburgh;

WHEREAS, the Act 47 Coordinators reviewed the 2010-2014 CBA and
authorized the City to enter into the Agreement;

WHEREAS, the ICA Board reviewed the 2010-2014 CBA and authorized the City to enter into the Agreement;

WHEREAS, the City believes that the five (5) year agreement reached with the IAFF Local #1 and the City meets the financial benchmarks set by the Act 47 Plan and the ICA's five (5) year budget and is in the best financial and public safety interest of the City;
