Title
An Ordinance amending the Pittsburgh Code, Title I-Administrative, Chapter 161-Contracts, adding Section 161.33-Pittsburgh Living Wage, requiring employers who receive City contracts and/or City assistance to pay employees a minimum living wage, creating the Living Wage Board, providing for enforcement, due process, and penalties for violations, by delaying the effective date of the Ordinance until April 1, 2002 such time as the County of Allegheny implements Living Wage legislation.

WHEREAS, the City of Pittsburgh by Ordinance No. 13 of 2001 enacted the "Pittsburgh Living Wage Ordinance" on June 8, 2001 which amended the City Code of Pittsburgh by adding a Section 161.33, Title I Administrative, Chapter 161 -Contracts; and
WHEREAS, the City is committed to implementing a Living Wage; and
WHEREAS, nevertheless, because the City will be the only municipality within Western Pennsylvania with such a mandate, the Administration seeks additional time to implement the Living Wage in a manner that achieves the goals of providing for living wages but does not competitively disadvantage the City from attracting and maintaining jobs or significantly hamper the City's ability to operate effectively; and
WHEREAS, Council has expressed its intention to allow the Administration additional time in which to implement the Living Wage until April 1, 2002; and
WHEREAS, it is the Administration's intention to provide proposals to Council for amending and implementing the Living Wage on or before March 1, 2002 so that Council may consider such recommendation on or before April 1, 2002;
Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
Section 1. The effective date of the Living Wage Ordinance, currently January 1, 2002, is delayed until April 1, 2002 such time as the County of Allegheny implements a Living Wage program.
