Resolution authorizing the Mayor, the Director of the Department of Public Safety and the Chief of Police, on behalf of the City of Pittsburgh, to enter into a strategic relationship agreement and amendments thereto with Policing Equity, Inc. (“PE”), to allow for the sharing of data, which shall be at no cost to the City.

WHEREAS, PE is a non-profit organization that works with law enforcement agencies to advance knowledge in the field of law enforcement and is engaged in work to actively identify bias in policing and provide analyses to law enforcement agencies to eliminate racial disparities in policing practices; and
WHEREAS, PE will conduct an analysis of data provided by the Pittsburgh Bureau of Police regarding racial bias in the criminal justice system to produce an assessment and report towards the goal of reaching and maintaining equitable policing within the City (the “Project”); and
WHEREAS, PE and the City desire to develop a strategic relationship to permit the exchange of data and information and establish dialogue among PE, the Bureau of Police, local government, and community stakeholders, at the discretion of the City; and
WHEREAS, to carry out the Project, PE has requested that the Pittsburgh Bureau of Police provide data regarding vehicle stops, pedestrian stops, use of force, criminal offenses, calls for service, and arrests;
THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PITTSBURGH AS FOLLOWS:
Section 1. The Mayor, the Director of the Department of Public Safety, and the Chief of Police, on behalf of the City of Pittsburgh, are hereby authorized to enter into a Strategic Relationship Agreement and amendments thereto with Policing Equity, Inc. for quantitative data analysis regarding racial bias in the criminal justice system. The agreement shall be at no cost to the City.
Section 2. The agreement and amendments authorized herein shall be approved as to form by the City Solicitor.
