Title: NOW THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh congratulates and commends JoAnn Herman on her tireless dedication to fighting and preventing crime in her community. BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does herby proclaim Saturday, September 20, 2008 “JoAnn Herman Day” in the City of Pittsburgh.

WHEREAS, in June of 1983 JoAnn Herman brought together streets across the 29th Ward of the City of Pittsburgh and officially became the 29th Ward Carrick Block Watch; and
 
WHEREAS, twenty-seven years ago, sixteen houses on Linnview Street in Carrick were robbed during the New Year Holiday.  Concerned for their safety JoAnn contacted her neighbors and held a meeting with City of Pittsburgh Police; this was the start of JoAnn's dedicated service to her community; and
 
WHEREAS, JoAnn has been the only 29th Ward Carrick Block Watch Coordinator for the last twenty-five years, until her recent retirement from that position; and
 
WHEREAS, JoAnn has been vital in keeping this organization active.  The 29th Ward Carrick Block Watch has not only been the eyes and ears for the police of Carrick, they have also held such events as Health & Safety Fairs, Bike Rodeos, "Day of Difference," tended a Pittsburgh Conservancy Garden and received many awards for National Night Out; and
 
WHEREAS, for the past six years, the 29th Ward Carrick Block Watch held the "Welcome to the Holidays Event."  The children from Carrick were invited to meet Santa and received a treat bag; and  
 
WHEREAS, JoAnn's motto of "Together it Works" has been crucial in involving members of her board and members of her community in having a voice in matters concerning the 29th Ward Carrick Block Watch; and
