Title

Requesting that Allegheny County enact the Environmental Fairness and Pollution Prevention Act.

Body

WHEREAS, the Allegheny County Health Department has responsibility for improving the quality of the air in Allegheny County, Pennsylvania; and

WHEREAS, there is pending before Allegheny County Council an Ordinance named the "Environmental Fairness and Pollution Prevention Act" that, if enacted, would, among other things, create reasonable standards for County Health Department utilization for air pollution permit issuance; and

WHEREAS, a copy of the Environmental Fairness and Pollution Prevention Act is attached hereto; and

WHEREAS, the Environmental Fairness and Pollution Prevention Act includes a provision that would prevent the issuance of a new or modified air pollution permit unless the applicant demonstrates to the Health Department compliance under all current air pollution permits for one year.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1.  It is respectfully requested that Allegheny County Council and Allegheny County Chief Executive enact the Environmental Fairness and Pollution Prevention Act.  Copies of this Resolution shall be sent by the City Clerk to all members of Allegheny County Council and to Allegheny County's Chief Executive.
