Title: WHEREAS, William 'Willy' McKain, CPA, was born on March 15, 1960 to wonderful parents William Robert McKain and Helen "Nell" McKain and is the fourth of sixth children; and

WHEREAS, Willy grew up in the South Side Flats playing basketball for South Side Catholic Grade School and South Side Catholic High School. He held the title of "All-time Assist Leader" of the South Side Catholic High School basketball team and named team captain from 1972 until his graduation in 1978. Willy's teammates voted him MVP in his senior year; and,

WHEREAS, Willy has always shown strong promise as a leader. His beloved basketball coach at South Side Catholic Grade School, Coach Ben Savinis, wrote to Willy's parents that he had the ability, the personality and the true leadership skills to fill the position of team captain. His leadership skills continued to shine when Willy was appointed as Allegheny County Manager in August 2012: and,

WHEREAS, Mr. McKain is a graduate of Robert Morris University and a Certified Public Accountant who has worked in government and not-for-profit accounting and finance for over 30 years. He has served nearly the entirety of Allegheny County Executive Rich Fitzgerald's three terms. He is leaving his position as County Manager on February 3 after serving over 20 years; and,

WHEREAS, Mr. Fitzgerald credited Willy with several fiscal achievements over the past 10 years, including, but not limited to, avoiding increases in county property taxes while increasing the county's reserves, playing a role in the county boosting its bond ratings from credit agencies, bringing more technology to county government and increasing transparency through publishing county data online; and,

WHEREAS, Willy is a member of the Government Finance Officers Association (GFOA) and the Pennsylvania Institute of Certified Public Accountants (PICPA), and has been a frequent presenter at state and local conferences. In addition, he has participated in numerous se...
