Body

WHEREAS, the City Code, at § 503.08, authorizes the Director of Engineering & Construction "to establish and have maintained, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks, at intersections and other places he or she deems necessary for the safety of pedestrians" and

WHEREAS, the Commonwealth of Pennsylvania's vehicle code at Title 75, §3542(a) states: "When traffic-control signals are not in place or not in operation, the driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection"; and,

WHEREAS, on October 19, 1999, City Council enacted a resolution, which was signed by the Mayor on October 29, 1999, that called upon the city to implement a Crosswalk Safety Program.

Be it resolved by the Council of the City of Pittsburgh hereby enacts as follows:

The Director of Engineering & Construction, in conjunction with the Directors of the Department of Public Works and Public Safety, are authorized and directed to implement the placement of "Yield to Pedestrian" signs at various non-signaled intersections on the centerline of public rights-of-way in order to significantly enhance the visibility of pedestrian crosswalks, and to serve notice to vehicle operators of their legal require...
