Ordinance supplementing the Pittsburgh City Code, Title Two: Fiscal, Article I: Budget, by adding a new Chapter 222: Budget Training.

The Council of the City of Pittsburgh hereby enacts as follows:
Section 1. Chapter 222: Budget Training
§ 222.01 Purpose.
The purpose of this Chapter is to ensure that Members of Council and Council staff have the knowledge necessary to review, analyze, and act upon the City's operating and capital budgets, five-year forecasts, and financial reports, and to carry out Council's fiscal oversight responsibilities under the Home Rule Charter.
§ 222.02 Definitions.
For the purposes of this Chapter, "Council staff" shall mean all employees of the Offices of City Council, the Council Budget Office, and the Office of the City Clerk.
§ 222.03 Budget Training Program.
(a) The Council Budget Office shall develop and administer a training program on the City's budget and budget process.
(b) The training shall include, at a minimum:
(1) The budget process and timelines established by the Home Rule Charter and the City Code;
(2) The structure of the operating budget, capital budget, and five-year forecast;
(3) The City's major revenue sources, expenditure categories, and fund balance;
(4) How to read and interpret budget documents and financial reports, including the quarterly reports required under Chapter 221;
(5) Budget amendments, transfers, encumbrances, and trust funds; and
(6) Key issues and questions for Members of Council and Council staff to consider during the annual budget review.
(c) The Council Budget Office shall offer the training to each newly elected or appointed Member of Council within ninety (90) days of taking office, and to each newly hired member of Council staff within ninety (90) days of the start of employment.
