Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend Firefighter Richard Waters of Engine Company Number 4 "A" Platoon, for his swift action and extends congratulations to him as the recipient of the Liberty Mutual Firemark Award.

WHEREAS, Pittsburgh City Firefighter Richard Waters will receive the Liberty Mutual Firemark Award on Thursday, December 7, 2006; and,
WHEREAS, the Firemark Award is presented by Liberty Mutual in recognition of Firefighters throughout the United States, who best represent their communities through their valor and selfless spirit ; and,
 
WHEREAS, Firefighter Waters is being honored for rescuing a potential suicide jumper from the Golden Gate Bridge earlier this year, while on vacation in San Francisco.  As reported in The Independent, "Richard Waters, a tourist from Pittsburgh, happily snapped away on his digital camera as a girl in a hoody climbed over the safety railing and stood on the ledge … he tapped the girl on the shoulder, reeled her back over the railing by her hoody, sat on her chest and called the police on his mobile phone"; and,
WHEREAS, prior to joining the Pittsburgh Bureau of Fire in 1997, Firefighter Waters served in the United States Navy for four years.  He and his family currently reside in the Westwood area of the City of Pittsburgh.
