Title
Resolution authorizing and directing the Director of Finance to provide to City Council a report of the "payment in lieu of taxes" pilot program. In addition City Council authorizes and directs the Director of Finance to contact non-profit organizations that do not currently participate in the program and request their participation.
Body

Whereas, the City of Pittsburgh provides police, fire, public works, infra-structure support and other services to certain organizations deemed non-profit by the State of Pennsylvania that occupy large parcels of potentially taxable land in the City of Pittsburgh; and,

Whereas, Pennsylvania state law exempts non-profits from paying property taxes for services they receive from the City of Pittsburgh; and,

Whereas, in 1989 the City instituted a pilot program for "payment in lieu of taxes" for non-profits that realized their moral obligation to the City of Pittsburgh; and,

Whereas, the aggregate amount negotiated with non-profits increased from $1.9 Million in 1989, to a high of $3.9 Million in 1996, has decreased a $1.9 Million for 2002; and,

Whereas, Pittsburgh City Council is requesting a report identifying past contributors and potential contributors and to make that information available to Council in a timely manner; and,

Whereas, in order to increase participation in the program those organizations that have been identified as potential contributors shall be contacted and asked to participate and the results of such negotiations shall be reported to Council.

NOW THEREFORE, BE IT RESOLVED
THAT THE COUNCIL OF THE CITY OF PITTSBURGH HEREBY ENACTS AS FOLLOWS:
