Title: NOW, THEREFORE, BE IT RESOLVED, That the Council of the City of Pittsburgh does hereby commend and thank Caster Binion for a job well done at the Housing Authority City of Pittsburgh (HACP) & his dedication to improving the fabric of our great city.

WHEREAS, Mr. Caster D. Binion has served as the Executive Director of the Housing Authority of the City of Pittsburgh (HACP) and Allies and Ross Management & Development Corporation, Inc. (ARMDC) and its subsidiaries from 2013 to 2026; and,

 

WHEREAS, Prior to his career in the housing industry, Mr. Binion led a distinguished career as a Paratrooper with the United States Army, serving during Operation Desert Storm and ultimately retiring from the military in 1992; and,

 

WHEREAS, As Executive Director, Mr. Binion managed an annual budget of roughly $200 million and was responsible for the operations of roughly 2,300 units of low-Income Public Housing (LIPH), 5,500 Housing Choice Vouchers (HCVs) and 1,000 mixed-finance housing units; and,

 

WHEREAS, Under Mr. Binion’s leadership, the HACP created thousands of new affordable housing units developed through the innovative, award-winning Project-Based Voucher/Gap Financing Program. Additionally, Mr. Binion led efforts to infuse special programming to the HACP’s HCV Program, including the successful implementation of the HUD-VASH Program - which successfully housed more than 100 formerly homeless Veteran; and,

 

WHEREAS, Other notable accomplishments include, the ongoing implementation of the $50 million community-wide Choice Neighborhoods Redevelopment initiative for Bedford Dwellings and the Middle Hill District. Completion of the $30 million community-wide Choice Neighborhoods Redevelopment initiative in Larimer/East Liberty. The transformation of Addison Terrace to Skyline Terrace. Implementation and expansion of the HACP's Homeownership Program - which has supported 250-plus HACP families in their efforts to become first-time homeowner.
