Title: NOW THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh respectfully requests that the Pennsylvania Department of Transportation act immediately to resolve this matter with the appropriate solution including but not limited to extending the height of the apparently too low flood wall; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh cannot emphasize enough the importance of this 1,900-foot-long link that connects southbound Interstate 279 and the outbound Parkway East (I-376) to the regions economic viability and the negative impact upon the city's traffic congestion.

Whereas, Pennsylvania Interstate 376 is a vital highway link situated in the City of Pittsburgh's downtown along the Monogehela River; and,
 
Whereas, This portion of interstate highway is periodically closed due to the flooding of the Monogehela River, disrupting commercial and commuter traffic and causing undue delays at the center point of the region's Interstate highway system, and forcing the city to redeploy police in order to manage with substantial adverse traffic impacts on the city's streets; and,
 
Whereas, no ones best interests are served in allowing this situation to continue.  The Pennsylvania Department of Transportation, which is responsible for the design and maintenance of this roadway, have the means to engineer a solution to prevent entirely predictable closures due to flooding.
