Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

Section 1.  Amending Resolution No. 149, effective March 8, 1994 as amended by Resolution No. 277, effective May 3, 1994, by Resolution 645 of 1995 Resolution No. 949 of 1995, by Resolution No. 819 and Resolution No. 958 of 1996, by Resolution Nos. 249, 501 and 666 of 1997 and by Resolution No. 414 of 1998 and by Resolution No. 809 of 1999, By Resolution 312, effective May 22, 2000 and by Resolution 490, effective July 13, 2000 which presently reads as follows:
