The Council of the City of Pittsburgh hereby enacts as follows:

Section 1. The Pittsburgh Code of Ordinances, Title I, Administrative, Article VII, Procedures, is hereby amended as follows:

Chapter 174162B: Right-of-Way Accessibility Needs Inventory

? 174162B.01 PURPOSE
A. The purpose of this legislation is to establish accurate data on usage of curb-cuts, intersections, and transit stop infrastructure as well as the location of parking spots for residents with disabilities, and business districts, schools, daycares, community centers, houses of worship, and other locales that require free and clear access to curbs and sidewalks, so that:
i. The Department of Public Works can establish processes for clearing those locations of debris during winter weather and other events based on highest priority and need; and,
ii. The Department of Public Works can ensure that the clearing of roadways does not make inaccessible those prioritized locations; and,
iii. The Department of Public Works, the Department of Public Safety, and the Department of Permits, Licenses, and Inspections can prioritize enforcement of parking and sidewalk clearing regulations for vehicle and property owners in locations of highest need.


? 174162B.02 RIGHT OF WAY ACCESSIBILITY NEEDS INVENTORY
A. The Data required for the Right-of-Way Accessibility Needs Inventory shall be collected by the City of Pittsburgh's Department of City Planning, in consultation with the Department of Permits, Licenses, and Inspections, Department of Mobility and Infrastructure, Department of Public Works, the 311 Call Center, as well as any other departments and municipal government and non-government partners which the Department of City Planning deems necessary.
