Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

Amending Resolution No. 377, as amended by Resolution No. 947 of 1995, by Resolution No. 289 and 821 of 1996, by Resolution Nos. 502 and 668 of 1997 and by Resolution No. 319 of 1998, which presently reads as follows:
