Body

Be it resolved by the Council fo the City of Pittsburgh hereby enacts as follows:

Section 1.  The Council of the City of Pittsburgh authorizes and directs the City and School Controller of the City of Pittsburgh to prepare a report on Pittsburgh Public School teachers, including substitute teachers, moving their primary residence from the City of Pittsburgh.

Section 2.  The purpose of this Resolution is to quantify the reasons why individuals and families with good incomes leave the City of Pittsburgh.  These reasons may be addressed through Policies and City Services in an attempt to make our City Neighborhoods more attractive thus diminishing the number of residents fleeing the City.

Section 3.  A report is to be made for City Council which should include, but not be limited to, the number of school teachers, including substitute teachers, living within the City of Pittsburgh and the number living outside of the City, the number that have departed since the recent elimination of the residency requirement permitting teachers to live outside of the City, and the reasons they have chosen to move their primary residence outside the City of Pittsburgh.

Section 4.  The report is to be given to City Council within 60 days of final passage of this resolution and annually thereafter.
