Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.  Authorizing and directing the City Controller to establish a program for the purpose of the Controller to engage, hire or consult with, including but not limited to, qualified legal experts, appraisal experts in residential real estate, volunteers, interns and students for the purpose of offering free assessment appeal services to residential home owners whose property value is $150,000 dollars or less, and those services shall include but not be limited to, assistance in filling out and filing forms, information gathering and case preparation at a cost not to exceed $160,000.00 $200,000.00, chargeable to and payable from Account 526100 , Fund 1000, Organization 106000, Sub-Class 150, Budget Year 2002, in the City Controller's Office
