Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

Section 1.                     Resolution No. 507 as amended by Resolution Nos. 706, 956, 1148 and 1221 of 1991 and Resolution Nos. 211, 524 and 929 of 1992, Resolution No. 707 of 1993, Resolution No. 644 of 1994, Resolution No. 439 of 1995, and Resolution No. 361 and 818 of 1996 and Resolution #752 of 1997 which presently reads as follows:
