Resolution authorizing the City of Pittsburgh (City) to enter into a Second Amendment to Agreement of November 1, 1950, with the Allegheny County Sanitation Authority (ALCOSAN), the Township of Upper St. Clair, Peters Township, Peters Township Sanitary Authority (PTSA) and Pittsburgh Water and Sewer Authority (PWSA).

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. The City of Pittsburgh, township of Upper St. Clair, ALCOSAN, Peters Township, and the Peters Township Sanitary Authority wish to amend the 1950 Agreement among the City, ALCOSAN, and the Township of Upper St. Clair, an Agreement which was subsequently amended in 1964 when Peters Township became a party to the Agreement, in order to reduce the amount of area within Upper St. Clair which is serviced by ALCOSAN, and to increase the area in Peters which is Serviced by ALCOSAN.

 

Section 2. Upper St. Clair, Peters Township, ALCOSAN, PTSA, and PWSA have already approved the Second Amendment.

 

Section 3. The City of Pittsburgh is being asked to be a party to this Second Amendment because the City was a party to the original agreement and the First Amendment.  PWSA has assumed responsibility for the water and sewer systems as a result of the Capital Lease Agreement between the City and PWSA effective July 27, 1995.

 

Section 4. There will be no impact on the PWSA service area and there will be no additional flow into the PWSA lines.

 

Section 5. The proposed Agreement is attached hereto as Exhibit A.
