Resolution authorizing the Mayor and the Director of the Office of Management and Budget, on behalf of the City of Pittsburgh, to enter into a cooperation agreement with Allegheny County Economic Development; Allegheny County Department of Human Services; and the Urban Redevelopment Authority, to collaboratively manage coordinated entry services related to the HOME-ARP program, at no cost to the City.

WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) has awarded the City $8,354,476-Eight Million, Three Hundred Fifty-Four Thousand, Four Hundred Seventy-Six Dollars, in HOME Investment Partnership Program - American Rescue Plan (“HOME-ARP”) funds for fiscal year 2021; and

 

WHEREAS, the City, the Urban Redevelopment Authority, and Allegheny County Economic Development have co-invested in a variety of HOME-ARP affordable housing projects (“the Projects”); and

 

WHEREAS, Allegheny County Department of Human Services operates the Coordinated Entry system for the County Continuum of Care; and

 

WHEREAS, Coordinated Entry requirements for HOME-ARP funded units has additional requirements above and beyond current standards; and

 

WHEREAS, the City of Pittsburgh, Allegheny County Department of Human Services, Allegheny County Economic Development, and the Urban Redevelopment Authority wish to cooperate on processes related to the Projects; and

 

WHEREAS, the City of Pittsburgh, Allegheny County Department of Human Services, Allegheny County Economic Development, and the Urban Redevelopment Authority wish to enter into a cooperation agreement in order to memorialize respective responsibilities toward the Projects.

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and the Director of the Office of Management and Budget, on behalf of the City of Pittsburgh, are hereby authorized to enter into a cooperative agreement with: Allegheny County Economic Development; Allegheny County Department of Human Services; and the Urban Redevelopment Authority, to collaboratively manage coordinated entry services related to the HOME-ARP program, at no cost to the City.

 

Finally, that any Ordinance or Resolution or part thereof conflicting with the provisions of this Resolution, is hereby repealed so far as the same affects this Resolution.
