Title
Ordinance amending and supplementing the Pittsburgh Code, Title IV, Public Places and Property; Article 1, Public Rights-of-Way; by adding a new Chapter 424, PAVEMENT MANAGEMENT SYSTEM.
 
Body
WHEREAS, the City of Pittsburgh will improve services and road surfaces citywide by using a fair and open process to determine a three-year street paving schedule; and
 
WHEREAS, the City of Pittsburgh invested hundreds of thousands of dollars in the 1990's for the Pavement Management System software package and street survey work; and
 
WHEREAS, prior to 1999, the residents of Pittsburgh benefited from streets being ranked by composition and traffic load when the schedule was determined; and
 
WHEREAS, developing a three-year plan allows the city to make systematic upgrades to roads, while ensuring that all streets are routinely repaired; and
 
WHEREAS, allowing constituents to track the "Pittsburgh Paving Program" three-year street paving plan will increase resident satisfaction and government accountability.
 
Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.      The Pittsburgh Code, Title IV, Public Places and Property; Article 1, Public Rights-of-Way; is hereby amended by adding a new Chapter 424, PAVEMENT MANAGEMENT SYSTEM as follows:
 
Title IV, Article 1, Chapter 424 PAVEMENT MANAGEMENT SYSTEM
 
A. Intent
 
It is the intent of Council to:
 
1)  Utilize the existing assessment of all city streets.   
a.      Solicit additional input from the Mayor, members of City Council, City personnel from other departments, and from citizens through the 3-1-1 Response Line.
b.      Update the existing street assessment as needed.
2)  Require the assessment to include recording the roadway composition and traffic patterns of each street.
3) Track the assessment through the City's Pavement Management System.
4)  Reinstate the Pavement Management System technology and have it managed by City Information Systems (CIS) and the Department of Public Works.
 
B. Application
 
1)  The Pavement Management System technology will be used to sort, prioritize and    manage the streets according to a rating number derived from the following indicators:
a.      Length and width of each street segment; and
b.      Street surface and subsurface type (asphalt, concrete, etc); and
c.      Base material
d.      Last paving date of the street; and
e.      Curb type; and
f.      Street signage; and
g.      Speed limits; and
h.      Traffic volume; and
i.      Type of sidewalk.
 
2)  The plan will be updated every year.
3)  The Pittsburgh Paving Program three-year plan will be completed and made available           to the public, including the data collected to determine the rating number.
4)  Ninety (90) percent of the annual allocated funds for street resurfacing will be used to pave the streets through the Pavement Management System and ten (10) percent will be reserved for emergency maintenance and repairs.
 
C.  Public Access to Information
 
1)  The Department of City Information Systems will create a Pavement Management page on the City's website, and name it the "Pittsburgh Paving Program" page.  This page should include:
      a) The list of streets to be paved during the three-year plan and their scheduled work       date. It will also include all of the information listed under Section B. Application,       Subsection 3 of this ordinance.
      b) A list of all streets paved since 2000
      c) A link to this ordinance.
      d) A link to the online input form for the Mayor's 3-1-1 Response Line to urge residents
to report potholes and street resurfacing needs.
 
2)  The Department of Public Works shall also maintain all of the above information for public viewing and make it available to questions via mail or telephone.
 
D. Severability
 
If any provision of this Ordinance shall be determined to be unlawful, invalid, void, or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance, which shall be in full force and effect.
 
E. Effective Date
 
This bill will take effect immediately upon passage.
