Title
Resolution establishing the Task Force for Intergovernmental Cooperation for the purpose of investigating any and all opportunities for operational efficiencies between the City of Pittsburgh, the Pittsburgh Public Schools, City Authorities and Allegheny County.
 
 
Body
Whereas, on February 14, 2008 Pittsburgh City Council and Mayor signed a "Proclamation to Improve Governance in Pittsburgh," thereby agreeing that the pledges contained within would guide some of their legislative action during Pittsburgh's 250th anniversary; and,
 
Whereas, the first of the five pledges contained in the proclamation states that "the Mayor and City Council pledge to make real and measurable progress solving the long-term financial challenges facing city government;" and,
 
Whereas, according to this proclamation the Mayor and City Council agree to "identify operational efficiencies through shared or consolidated services" and that specifically they pledge "to create a joint legislative and executive branch committee, also to
include the City Controller, to be charged with identifying areas of operational
efficiencies between the three taxing bodies as well as the authorities of the
City of Pittsburgh,"
 
Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.      That the Pittsburgh City Council does hereby establish the Task Force for Intergovernmental Cooperation, which Task Force shall include as members in equal standing the Mayor of Pittsburgh or his designee, the Pittsburgh City Controller or his designee, and one member from Pittsburgh City Council.
 
Section 2.      The Task Force for Intergovernmental Cooperation shall investigate any and all opportunities for realizing operational efficiencies in governmental cooperation between the City of Pittsburgh, the Pittsburgh Public Schools, the authorities of Pittsburgh, and Allegheny County.
 
Section 3.      The Task Force for Intergovernmental Cooperation shall possess the authority to invite participation from other governmental units, conduct public hearings, and make recommendations to the Mayor and City Council of Pittsburgh,
 
Section 4.      The Task Force for Intergovernmental Cooperation shall exist until all possible efficiencies have been fully realized for the citizens and taxpayers of Pittsburgh and the surrounding region or until such time as City Council deems its work complete.
