WHEREAS, the Federal Highway Administration recognizes and supports outstanding roads through the National Scenic Byways Program. This program is a distinctive collection of American roads, their stories and treasured places, representing the depth and breadth of scenery in America; and
WHEREAS, the program provides resources to the byway community in creating a unique travel experience and enhanced local quality of life through efforts to preserve, protect, interpret, and promote the intrinsic qualities of designated byways; and
WHEREAS, East Carson Street has been nominated by the South Side Local Development Company and the South Side Community as an urban Pennsylvania Scenic Byway; and
WHEREAS, East Carson is both nationally and locally recognized as a Historic District and as one of the longest Victorian shopping districts in the United States; and
WHEREAS, this two mile stretch of road is comprised of vibrant and eclectic stores, boutiques, cafés and shops housed in architectural beauty some dating back to the late 1800's; and
WHEREAS, the designation as a Pennsylvania Scenic Byway would enable East Carson Street to be promoted in state brochures and by the state tourism office and to be posted on the national scenic byways Web site. Pennsylvania already has a few state byways, including the National Road, the Laurel Highland Scenic Byway and the Coal Hill Scenic Byway/Grandview Avenue Loop in Mt. Washington; and
WHEREAS, as a state scenic byway, East Carson Street would be eligible for federal National Scenic Byways funds that can be used for all sorts of improvements, including rest areas, interpretive areas and other upgrades.

NOW THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby recognize East Carson Street for its history, beauty and renaissance and fully support the South Side Local Development Company and the South Side Community in their efforts to nominate East Carson Street a Pennsylvania Scenic Byway.
