Title

Ordinance supplementing the Pittsburgh Code of Ordinances, Title Nine, Zoning, Chapter 919, Signs, Section 919.03M, Business and Identification Signs by prohibiting roof top or mounted signs and further restricting the size and location of wall signs and height of wall signs above grade; and establishing a Panoramic Scenic View Corridor for the City of Pittsburgh so as to protect and promote tourism, visual aesthetics, culture, history, the built environs, and/or City's signature sky-line.

 

Body

Statement of Findings.

 

Whereas, Pittsburgh is a blessed city with unique and wonderful scenic assets including the natural land forms shaped by a varied topography, verdant open spaces, views of the water and three rivers, a built environment with attractive architecture and building forms that mimic the City's natural land forms, as well as unique architectural features that provide visual interest and orientation to residents and travelers alike;

 

Whereas, the Council of the City of Pittsburgh desires to create a "Panoramic Scenic View Corridor" so as to protect and enhance the signature sky-line and unique characteristics of Pittsburgh's built environment in the Downtown central business and within the Pittsburgh Riverfront Overlay District.

 

Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

 

Section 1.                     The Pittsburgh Code of ordinances, Title Nine, Zoning, Chapter 919, Signs, Section 919.03M, Business and Identification Signs, is hereby supplemented, as follows:

 

919.03.M.7

 

GT, CP and AP Districts

In the GT, CP and AT Zoning Districts, roof mounted signs and signs attached to a building above street grade level of 30 feet shall not be permitted in the Panoramic Scenic View Corridor

 

The Panoramic Scenic View Corridor shall include all structures whose sides of  buildings in any measure face or project their image toward the West-End Elliot Overlook and the Mt. Washington Grandview Avenue Overlook.
