Title
Resolution authorizing the Mayor and the Director of City Information Systems to enter into an agreement or agreements with Co-exprise, Inc. ("Co-exprise") for the aggregated purchase of electricity supply through its proprietary online solicitation method, and providing for the costs thereof.  At a cost not to exceed $0.0007 per kWh.
 
Body
WHEREAS, the City, through City Information Systems, issued a request for proposals ("RFP") pursuant to which a vendor would procure electricity supply;
 
WHEREAS, the City indicated its desire for an online solution that would aggregate the City's entire electric load, instead of conventional procurement supply solicitations that emphasize only "large usage" accounts, of which the City has very few;
 
WHEREAS, the City indicated its desire for a solution capable of being expanded to include the City's authorities, and other governmental entities to leverage municipal buying power;
 
WHEREAS, the City has expressed interest in procuring some of its energy needs through renewable energy sources (i.e., "green" power);
 
WHEREAS:  Co-exprise is a company that designs and leverages technology to purchase electricity on the open market through a reverse auction; and
 
WHEREAS, Co-exprise's proprietary online reverse auction process is capable of pursuing the City's objectives as set forth herein.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  The Mayor and the Director of City Information Services, on behalf of the City of Pittsburgh, are hereby authorized to enter into an agreement or agreements,  in  form(s) approved by the City Solicitor, with Co-exprise  for the purchase of electricity supply, and to pursue other energy conservation measures as may be directed by the City, at a cost not to exceed $0.0007 per kWh, chargeable to and payable from Account 568100, Fund 1000, Org. 999200, Sub-Class 160, Budget Year 2007, Amount $0.0007 per kWh.
 
Section 2. Prior to the purchase of electricity, Co-exprise and the City will notify and work with Allegheny County, the Pittsburgh Water and Sewer Authority, the Sports and Exhibition Authority, ALCOSAN, the Port Authority of Allegheny County, the Airport Authority, the Community College of Allegheny County, the Housing Authority of the City of Pittsburgh, the Urban Redevelopment Authority, the Pittsburgh Parking Authority, and the Pittsburgh Public Schools to align electricity contracts in an attempt to have all government bodies purchasing electricity jointly. If contracts are unable to be aligned this year, the City and vendor will serve as leaders in an attempt to align all contracts for a future aggregate purchase.
 
Section 3. 20% of the electricity purchased in the aggregate by the City and other municipal entities should be from renewable energy sources.
