Title

Resolution creating the Carnegie Library Oversight Committee of Citizens (CLOCC)  to provide a forum for key stakeholders to review all city expenditures  made to the library, and to request and review financial and performance data affecting decisions involving the continued sustainability of neighborhood library branches.

 

Body

WHEREAS, the Carnegie Library recently announced the closing and consolidation of several library branches throughout the city as a result of declining public revenue, as well as population decline, renovation costs and the national economic recession; and

WHEREAS, the announcement to close library sites spurred enormous opposition from communities slated to lose their neighborhood library as well as the citizens at large; and

WHEREAS, elected officials of the City of Pittsburgh recognize the value of keeping the neighborhood branches open, and are committed to securing city grant dollars as well as other public and private funding to cover the proposed funding gap of $1.2 million for the next two fiscal years; and

WHEREAS, the Council believes that citizens of the community are key stakeholders and should serve a key role in reviewing all data affecting the continued operations of  specific neighborhood branches and the library system as a whole.

 

Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

 

Section 1.                     The Council of the City of Pittsburgh hereby establishes

The Carnegie Library Oversight Committee of Citizens.

 

Composition:  The CLOCC Committee shall be comprised of the following:

                     Nine citizens; one appointed from each of the nine Council Districts

                     The City Controller or his designee

                     A representative from the Mayor's Budget Office

 

Meetings:  The Committee shall meet within 30 days following the effective date of this Resolution and shall meet monthly over the next two years.

 

Responsibilities:  The Committee shall create formal rules and regulations authorizing its function, activities, and reporting requirements.  The focus shall include but not be limited to review of all city public and private grant dollars expended to the public library.  The Committee shall have the capacity to request other fiscal and performance data.
