WHEREAS, Deputy Chief Thomas Stangrecki, Assistant Chief Linda Rosato-Barone, Assistant Chief Anna Kudrav, Assistant Chief Lavonnie Bickerstaff, and Assistant Chief Phil Carey collectively served 179 years with the City of Pittsburgh Bureau of Police; and,

WHEREAS, Deputy Chief Thomas Stangrecki began his career with the Bureau on April 4, 1988. He was promoted to Sergeant in 1995, Lieutenant (1998), Commander (2002), and Assistant Chief of Investigations in 2015 and Deputy Chief (2017). He was acting Chief of Police from July 1, 2022 to May 2023. Stangrecki retired from the Bureau on October 10, 2023; and,

 

WHEREAS, Assistant Chief of Operations Linda Rosato-Barone began her career with the Bureau on November 5, 1979. She was promoted to Commander (1995), served as Chief of Staff, and promoted to Assistant Chief of Operations (2021). Rosato-Barone is retiring from the Bureau on December 29, 2023; and,

 

WHEREAS, Assistant Chief of Administration Anna Kudrav began her career with the Bureau on December 3, 1984. She was promoted to Lieutenant (1996) and Commander (2015), and Assistant Chief of Administration (2017). Kudrav is retiring from the Bureau on December 29, 2023; and, 

 

WHEREAS, Assistant Chief of Investigations Lavonnie Bickerstaff began her career with the Bureau on April 9, 1990.  She was promoted to Sergeant in 1995, Commander (2014) and Assistant Chief in February 2017. Bickerstaff is retiring from the Bureau on December 29, 2023; and, 

 

WHEREAS, Assistant Chief Phil Carey began his career on January 16, 1995.  He was promoted to Sergeant in 2018 and to Assistant Chief in January 2022. Carey is retiring from the Bureau on December 29, 2023; and,

 

WHEREAS, throughout their careers, they fought to keep the residents of the City of Pittsburgh safe and helped to meet the emergency response needs of the City of Pittsburgh; and,

 

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize and honor Thomas Stangrecki, Linda Rosato-Barone, Anna Kudrav, Lavonnie Bickerstaff, and Phil Carey, and wish to express our sincere appreciation for their service and sacrifice to the City of Pittsburgh.

 

BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare, Thursday, December 28, 2023 to be “A Day of Police Gratitude” in the City of Pittsburgh.
