Resolution amending resolution No. 712 of 2025, entitled “Resolution authorizing the Mayor and the Director of the Department of Finance to submit a Keystone Recreation, Park & Conservation Fund Grant Application to the Pennsylvania Office of Commonwealth Libraries for the replacement of the Heating, Ventilation, and Air Conditioning (HVAC) and roofing systems at the Carnegie Library of Pittsburgh’s Squirrel Hill Branch in an amount not to exceed FOUR HUNDRED THOUSAND ($400,000.00) dollars for this stated purpose,” to accept the grant and authorize necessary expenditures.

Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. Resolution No. 712 of 2025, entitled “Resolution authorizing the Mayor and the Director of the Department of Finance to submit a Keystone Recreation, Park & Conservation Fund Grant Application to the Pennsylvania Office of Commonwealth Libraries for the replacement of the Heating, Ventilation, and Air Conditioning (HVAC) and roofing systems at the Carnegie Library of Pittsburgh’s Squirrel Hill Branch in an amount not to exceed FOUR HUNDRED THOUSAND ($400,000.00) dollars for this stated purpose,” is hereby amended as follows:
Section 1. The Mayor and the Director of the Department of Finance are authorized to submit receive a Keystone Recreation, Park and Conservation Fund grant application, and all of the understandings and assurances contained therein, to from the Pennsylvania Office of Commonwealth Libraries for the replacement of the Heating, Ventilation, and Air Conditioning (HVAC) and roofing systems at the Carnegie Library of Pittsburgh’s Squirrel Hill Branch in an amount not to exceed FOUR HUNDRED THOUSAND ($400,000.00) dollars for this stated purpose. Monies from the grant agreement shall be deposited into the Grants Trust Fund account 0729400543.45505.00.
Section 2. The Director of the Department of Finance is designated as the official City representative to act in connection with the application grant and provide additional information as may be required.
Section 3. The City, as owner of the building housing the Squirrel Hill Branch located at 5801 Forbes Avenue in Pittsburgh, Pennsylvania, ensures the undisturbed use of the facility as a public library for 50 years or the useful life of the project to be funded by the grant, whichever is shorter. Carnegie Library of Pittsburgh-Squirrel Hill has been operating as a public library at this location since 1972.
Section 4. The Mayor and the Director of the Department of Finance of the City of Pittsburgh are further authorized to enter into Agreements, or Contracts, or utilize existing Agreements or Contracts, for expenditures not to exceed FOUR HUNDRED THOUSAND ($400,000.00) dollars replacement of the Heating, Ventilation, and Air Conditioning (HVAC) and roofing systems at the Carnegie Library of Pittsburgh’s Squirrel Hill Branch Project under the terms of the agreement between the City of Pittsburgh and the Pennsylvania Office of Commonwealth Libraries chargeable to and payable from the appropriate expenditure account in the Grants Trust Fund job number 0729400543.
Section 5. Local match of $400,000.00 shall come from the Carnegie Library of Pittsburgh for a total project cost of FOUR HUNDRED THOUSAND ($400,000.00) dollars.
