Resolution authorizing the Mayor and the Director of the Department of Innovation & Performance to enter into on behalf of the City of Pittsburgh a data sharing agreement or agreements and amendments thereto with Johns Hopkins University as part of the Data Science for Social Good program at no cost to the City over three (3) years

WHEREAS, the City seeks to partner with Johns Hopkins University as part of the Data Science for Social Good program and affiliated academic researchers to support the development and testing of improved permitting intake and review support processes with a focus on analyzing existing workflows, identifying common causes of incomplete applications and review delays, improving consistency in applicant guidance and intake determinations, and supporting earlier identification of required reviews and documentation across departments; and
WHEREAS, this work may include analysis of historical permitting data, process mapping, development of standardized intake frameworks, and testing of prototype tools and workflows designed to streamline the application routing, reduce submissions, and improve coordination during the early stages of permit review; and
WHEREAS, the City seeks to enter into a data sharing agreement with Data Science for Social Good to provide access to relevant data, all of which will be deidentified, as well as staff coordination and operational feedback throughout the project.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Innovation & Performance are, on behalf of the City of Pittsburgh, authorized to enter into a data sharing agreement or agreements and amendments thereto with Johns Hopkins University at no cost to the City over three (3) years.
Section 2. The data shared by the City through this agreement shall be deidentified.
Section 3. The agreements or agreements and amendments are subject to the approval of the City Solicitor as to form.
