WHEREAS, Zachary Brown, the son of David and Shirley Brown, of the Tenth Ward of the City of Pittsburgh, began his scouting career at age six, as a Tiger Cub in Troop 274, at the First United Methodist Church in Shadyside; and,
WHEREAS, under the leadership of Scoutmaster Ralph Borsani, and Assistant Scoutmaster, Shirley Brown, his mother, Zachary advanced through the ranks of scouting and has served in a variety of leadership positions, including Instructor, Patrol Leader and Senior Patrol Leader; and,
WHEREAS, for his Eagle Scout Service Project, Zachary's desire was to undertake a mission that would have a beneficial impact on his neighborhood and community. That mission was to remove a tree that had been knocked down in the macroburst of 2002, making a 400 foot section of the City Steps, which connects Camelia and Duncan Streets, impassable; and,
WHEREAS, prior to the onset of his project, which would include cutting the tree into pieces, clearing the steps of the overgrowth of weeds, removal of the trash and debris from the surrounding area, as well as repairing, scraping and repainting the railings on both sides of the steps, Zachary sought permission from the Department of Public Works a year ago, in April, 2005, and,
WHEREAS, due to liability insurance issues and the large scope of work involved, there were many obstacles to overcome, including an agreement with the City through the Law Department, and approval by the PJCBC. During this year-long process, Zachary never wavered in his determination; and,
WHEREAS, with Zachary serving as the Project Manager, the actual task was completed with the City's tools and equipment in only two days, with the assistance of 27 scouts, friends and family members on May 20th, and 13 on May 21st, 2006. Zachary also enlisted donations of food and refreshments for his volunteers from local businesses; and,
WHEREAS, Zachary is a Senior at Schenley High School, where he maintains a 4.0 grade point average and excels in track. He is also a member of the River City Elite Track Club.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize this outstanding young man, Zachary Brown of Troop 274, and commends him for his commitment to the betterment of his community and his great personal achievement.
