Ordinance amending the Pittsburgh Code at Title Four: Article I, Chapter 424: CITY EMPLOYEE PARKING, Section 424.03 PARKING REGULATIONS, to transfer responsibility for parking regulations to the Director of the Department of Human Resources & Civil Service and enable the establishment of a uniform employee parking policy at no cost to the City.

The Council of the City of Pittsburgh hereby enacts as follows:
Section 1. The Pittsburgh Code is hereby amended at Title Four: Article I, Chapter 424: CITY EMPLOYEE PARKING, Section 424.03 PARKING REGULATIONS as follows:
§ 424.03 - PARKING REGULATIONS.
The Director of the Department of Public Works Human Resources and Civil Service (HR&CS) shall establish policies and procedures for City employee parking, subject to the following provisions:
(a) 611 Second Avenue, Try Street Parking and Diamond Street "Small Lot" shall be reserved for City employee parking;
(b) The Director shall establish, pursuant to Chapter 170 of the Pittsburgh Code of Ordinances, a fee schedule for employee parking;
(c) Employee parking spaces shall be assigned to departments and governmental units. Directors and heads of administrative and governmental units shall be responsible for assigning those spaces to their employees. However, Departments may establish shared parking space provisions at the discretion of the Director of the Department of Public Works; city employees on the basis of a policy established by the Director.
(d) The Director shall maintain a database of all such parking spaces, and it shall be updated no less frequently than monthly;
(e) The Diamond Street "Large Lot" shall be reserved for parking for employees of City Council, and the Office of the City Clerk, and the Office of the Controller. The City Clerk shall be responsible for the assignment of parking spaces in this lot, reserving no fewer than eleven (11x) spaces for the Office of the City Controller. The City Clerk shall and to regularly update the Director of HR&CS on parking assignments. Public Works.

§ 424.04 ENFORCEMENT.
The provisions of Chapter 424 shall be enforced pursuant to the provisions of Section 151.02(f) of the Pittsburgh Code of Ordinances.

Section 2. This Ordinance shall become effective January 1, 2024.
