Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend Royal Bank of Scotland, Citizens Bank and Charter One for this important program , recognizes The First Tee of Pittsburgh for making a difference in the lives of its participants and congratulates Donnie Ray Black for this outstanding achievement; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Tuesday, July 7, 2009, to be “ DONNIE BLACK DAY” in the City of Pittsburgh.

WHEREAS, the Royal Bank of Scotland (RBS) in conjunction with Charter One and Citizens Bank, created the RBS Achievers of the Year Award to recognize outstanding participants of The First Tee to help fund their ongoing education  after high school  ; and,
WHEREAS, the program rewards deserving students for accomplishments in their daily lives while overcoming difficult circumstances and is not based on academic achievements or exceptional golf skills      ; and
WHEREAS, the goal of the award program is to positively impact youth by rewarding participants for exemplifying one or more of The First Tee Nine Core Values ; and,
WHEREAS, ten participants from The First Tee network are selected as RBS Achievers of the Year semifinalists and two of the 10 winners will be named finalists and receive a $10,000 award for ongoing education. Each of the eight semifinalists received a $2000 award for education and all 10 winners and a parent or guardian went to New York City to attend the US Open at historic Bethpage State Park in June; and,
WHEREAS, Donnie Ray Black, First Tee of Pittsburgh participant through Allegheny Youth Development, has exemplified the program's Nine Core Values and has overcome adversity in his personal life to become an RBS Achiever of the Year Semifinalist; and,
WHEREAS, Donnie Ray Black has brought honor and pride to The First Tee of
Pittsburgh program and to himself through his courage, hard work, determination and the ability to rise above the violence and turbulence in his neighborhood and his life;and,
