Title

Resolution authorizing the Department of Finance to convey a portion of the city owned property at 1201 Mifflin Road, situated in the 31st Ward of the City of Pittsburgh, to the Urban Redevelopment Authority of the City of Pittsburgh, for purposes of developing housing for low income senior citizens. 

 

Body

 

Whereas, pursuant to a PA Department of Community & Economic Development grant, secured by State Representative Harry Readshaw, the City of Pittsburgh, on March 12, 2003, acquired approximately seven acres of privately held land situated at 1201 Mifflin Road for the express purpose of the construction of a community recreation center and fire station in the 31st Ward; and,

 

Whereas, in 2004, the city of Pittsburgh was designated as a distressed municipality pursuant the Municipalities Financial Recovery Act of 1987 (Act 47) and, subsequently, the development of this site for said public facilities was suspended in 2004.  To date the city land remains vacant and the city has no present plan for its use; and,

 

Whereas, the 31st Ward Community Action Group, a private, non-profit community based organization, has initiated a plan, in cooperation with Action Housing, Inc., to develop a portion of the site to accommodate the construction of low income housing for senior citizens; and,

 

Whereas, this housing can be provided, at no direct cost to the city, via the U. S. Housing and Urban Development's (HUD), Section 202 Supportive Housing for the Elderly Program which provides interest-free capital advances to private, nonprofit sponsors to finance the development of supportive housing for the elderly. The capital advance does not have to be repaid as long as the project serves low-income elderly persons for 40 years.

 

 

Be It Resolved the Council of the City of Pittsburgh hereby enacts as follows:

 

Section 1.                     The Council of the City of Pittsburgh hereby authorize the City of Pittsburgh's Director of the Department of Finance (Director) to take the appropriate action to convey, approximately three (3) acres, of the city owned land at 1201 Mifflin Road (Parcel ID 0184-E-00080-0000-00) to the Pittsburgh Urban Redevelopment Authority (URA). 

 

 

The land to be conveyed to the URA shall be sufficient to comply with and accommodate the requirements for HUD Section 202 Supportive Housing for the Elderly. 

 

The Director shall provide conditions on the transfer of land to the URA so as to clearly restrict the ultimate use of the parcel for HUD 202 low income senior housing.

 

The purpose of this transaction is to allow the City and the URA to enter into any and all necessary agreements with the 31st Ward Community Action Group, a private, non-profit sponsor, as required by HUD, and/or ACTION Housing Inc., located at 425 Sixth Avenue Suite 950 Pittsburgh, PA 15219, to provide for the development of HUD Section 202 Supportive Housing for the Elderly at this site.

 

NOTE: I do hereby certify that the foregoing Ordinance duly engrossed and certified, was delivered by me to the Mayor for his approval of disapproval and that the Mayor failed to approve or disapprove the same, whereupon it became law without his approval, under the provisons of the Act of the Assembly in such case made and provided.
