Resolution authorizing and directing the Mayor, Solicitor, Director of Planning, and Director of Office of Management and Budget, pursuant to § 204(k) of the Pittsburgh Home Rule Charter, to provide appropriate notice and terminate contract 54724 - 568755 - RS-58-24 - HR&A ADVISORS & URBAN AC LLC per Article III.2 “Termination” of the agreement.

Whereas, the City of Pittsburgh is facing serious financial constraints and is facing decreasing revenues alongside rising costs, and;
Whereas, it is incumbent upon Council members and the Mayor to responsibly steward the finances of the City of Pittsburgh, and;
Whereas, overspending on ineffective and ineffectual contracts wastes tax payer dollars and City of Pittsburgh staff time, and;
Whereas, it is in the best interest of the City of Pittsburgh to affirmatively prevent waste and careless expenditures, and;
Whereas, terminating these agreements would save City taxpayers over $1 Million Dollars;
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor, Solicitor, Director of Planning, and Director of Office of Management and Budget are hereby authorized and directed, pursuant to Section 204(k) of the Pittsburgh Home Rule Charter, to provide appropriate notice and terminate the contract between the City of Pittsburgh and HR&A Advisors & Urban AC LLC.
Section 2. The Directors of the Department of City Planning and the Office of Management and Budget, pursuant to Section 211 of the Home Rule Charter, are hereby directed to and shall immediately furnish City Council with all information, records, communications and documents pertaining to the solicitation of bids, selection of consultants, authorization, implementation, execution and operation of the agreements, contracts and the Comprehensive Plan.
Section 3. The Controller of the City of Pittsburgh is hereby authorized and directed, pursuant to Section 404 of the Pittsburgh Home Rule Charter, to perform fiscal and performance audits of the Department of City Planning and of the agreements or contracts authorized by Resolution Number 58 of 2024, and to immediately cease all payments authorized by Resolution Number 58 of 2024, pending the completion of said audits and/or the termination of said agreements or contracts.
Section 4. Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
