Resolution authorizing the execution of an agreement with the Urban Redevelopment Authority (URA) of Pittsburgh in which URA will make a Thirty Five Thousand ($35,000) Dollar grant to the Mayor and the Director of the Department of Personnel and Civil Service Commission to pay for recruitment of city residents for job opportunities at Bakery Square. This will include job readiness training of city residents; outreach and recruitment of city residents and a job fair.

Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Personnel and Civil Service Commission are hereby authorized to enter into an agreement with the Urban Redevelopment Authority to receive funds made available by the developer, Walnut Capital, in the amount of Thirty Five Thousand ($35,000) Dollars for the City of Pittsburgh's Pittsburgh Partnership. Said agreement shall be in a form approved by the City Solicitor and shall contain such terms and conditions as said Solicitor may require. Payments from the URA, will not exceed Thirty Five Thousand ($35,000) Dollars, and will be deposited into the JTPA/WIA Trust Fund, Account 566000, Fund 2300, Organization 109600, Budget Year 2011.
Section 2. The Mayor and the Department of Personnel and Civil Service Commission are hereby authorized to enter into an agreement or agreements with community based organizations to pay for recruitment of city residents for job opportunities at Bakery Square. This will include job readiness training of city residents; outreach and recruitment of city residents and a job fair. Said agreement and/or agreements shall be in a form approved by the City Solicitor and shall contain such terms and conditions as said Solicitor may require. The total program costs shall not exceed Thirty Five Thousand ($35,000) Dollars and shall be chargeable to and payable from the JTPA/WIA Trust Fund, Account 566000, Fund 2300, Organization 109600, Budget Year 2011.
Section 3. The Director of the Department of Personnel and Civil Service Commission shall, on the third Friday of every sixth months starting on July 15, 2011, communicate a written report to the City Clerk to be distributed to all members of City Council that shall detail the following information:
1. Number of part-time and full-time employment positions at Bakery Square;
2. Number of city residents placed in jobs delineated by the employees home address zip code;
3. Average wage of individuals placed in jobs through this program, not including the individual's name or other individual identifying information;
4. Outreach efforts planned to increase employment and wages of city residents at Bakery Square.
Section 4.
Reporting shall continue until the third Friday of the first full month immediately after the funds designated for this use shall have been exhausted.
