TITLE

Ordinance amending the Pittsburgh Code of Ordinances, Title Two: Fiscal, Article I: Administration, Chapter 218: Capital Budget and Capital Improvement Plan, to clarify language to better align with budgetary practices.

 

BODY

The Council of the City of Pittsburgh hereby enacts as follows:

 

Section 1.                     Pittsburgh Code of Ordinances, Title Two: Fiscal, Article I: Administration, Chapter 218: Capital Budget and Capital Improvement Plan is hereby amended as follows:

 

218.05. PROJECT AUTHORIZATION

(a) Proposed CIP and Capital Budget. Following the publication of the CPFC's report to the Mayor, the Office of Management and Budget will make a recommendation to the Mayor on the level of funding through all sources for the capital budget in the coming fiscal year and projected availability of funding for the next five (5) fiscal years. On the basis of the projected availability of funding and the CPFC Report, the Mayor will propose a CIP and capital budget to City Council by the second Monday of the eleventh month each year and simultaneously post it online for public review.

(b) Collaborative Budget Process. The Mayor shall present a preliminary operating and capital budget to City Council on or prior to September 30 of each calendar year. The proposed Capital Budget and Capital Improvement Plan shall continue to be presented on the second Monday of the eleventh month of each fiscal year, pursuant to Chapter 505 of the Home Rule Charter.

(c) Review by the CPFC. CPFC shall also evaluate the six-year CIP in November to ensure that the plan is consistent with the City's capital needs.

(d) Approval of the Capital Budget. In accordance with the authority granted under Article 5 of the Home Rule Charter, City Council shall consider, modify, and approve the Capital Improvement Plan and the annual Capital Budget each year.

(e) Capital expenditures used to support grant applications awards where a local match is required will be approved by City Council. Authorizing resolutions will include applicable code account information and clearly state the budget year from which the matching funds will be drawn.

(f) The Office of Management and Budget shall submit a weekly written notice to the City Clerk consisting of grants for which applications are in progress and grants for which applications are being considered. Said submission shall be read, received, and filed at City Council's Standing Committees meeting and available on public record. For each grant, the notice shall include:

1. The title of the grant.

2. The funder of the grant.

3. The lead city department(s).

4. The status of the grant (under consideration or submitted).

5. The project(s) the grant will be used for, if known.

6. The maximum amount that can be awarded or requested through the grant.

7. Any matching funding that might be required to receive the grant.

8. The due date of the grant application, if still under consideration.
