WHEREAS, on September 3, 2025, Darcia Ashley-Amber Reed received an urgent call from her lifelong friend of more than 35 years, Tara Yilmaz, reporting that her sister, Marla James, had failed to report to work and could not be reached. Recognizing the urgency of the situation, Darcia immediately left work, traveled to Marla's residence, and confirmed that Marla's vehicle remained at the home, heightening concern for her safety; and,
WHEREAS, upon the arrival of Marla's mother, Darcia demonstrated exceptional composure, and leadership by coordinating with first responders and steadfastly advocating for an immediate welfare check. Understanding that every moment could mean the difference between life and death, she urged emergency personnel to enter the residence without delay, ensuring the situation received the urgent response it required; and,
WHEREAS, first responders Lt. Mike Sulida, Matt Murrman, Mike Welch, and Ryan Bichler responded swiftly and professionally to the emergency, entered the residence, and discovered Marla unconscious inside the home. Through their prompt assessment, decisive actions, and commitment to protecting life, they were able to secure immediate medical intervention. Medical professionals later determined that Marla was in critical condition and only minutes from a fatal outcome, underscoring that the rapid response and coordinated efforts of these first responders were instrumental in saving her life; and,
WHEREAS, the lifesaving outcome of this incident reflects the extraordinary collaboration between a vigilant citizen who refused to ignore the warning signs and the dedicated first responders who acted with urgency, professionalism, and courage in the performance of their duties, demonstrating the profound impact of teamwork in a moment of crisis; and,

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize Darcia Ashley-Amber Reed for her extraordinary vigilance, compassion, and unwavering advocacy; and,
BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare Tuesday, August 4, 2026 to be “Darcia Ashley-Amber Reed Day” in the City of Pittsburgh.
