Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  Section 1 of Resolution No. 351, effective June 6, 2002, which presently reads as follows:
 
"The Director of the Department of General Services and the Director of the Department of Engineering and Construction, on behalf of the City of Pittsburgh, are hereby authorized to advertise for proposals and to award and enter into a Contract or Contracts, or use existing Contracts, and for the purchase of materials, equipment and supplies in connection with the construction of Concession Stands at various locations; at a cost not to exceed $400,000.00 chargeable to the following accounts:
